Overview
Rachael Mains is a government relations and energy attorney with professional experience working in Ohio legislative and administrative environments. She collaborates with clients to monitor laws and regulations and represents their interests before legal and regulatory decision-makers.
Rachael is closely familiar with the legislative process and knows what it takes to communicate effectively with legislators and their staff. She utilizes her unique experiences from the legislative and executive branches to analyze and conclude the practical implications of pending legislation. Her previous roles as a senior legislative aide and legislative aide in the Ohio Senate significantly enhances the value of her advice to clients.
Having worked side-by-side with PUCO commissioners, Rachael participated in several important statewide initiatives, enriching her PUCO practice. Rachael regularly represents clients and their interests before the PUCO and advises clients regarding rate-making proceedings, energy efficiency, energy procurement, distributed energy resource opportunities, and all PUCO regulatory matters that potentially impact the unique needs of clients. Rachael combines her knowledge of Ohio’s legislative, political, and regulatory space to advise clients on imperative issues.
Rachael also works with clients on campaign finance and election law matters. She represents candidate committees, candidates, political action committees, and other entities in front of the Ohio Elections Commission, board of elections, and in litigation in state and federal courts.
Additionally, Rachael continuously advises both public and private sector clients on complex ethical questions relating to conflict of interests, gifts, travel, and revolving door laws. Rachael provides compliance guidance on reporting requirements and permissible expenditures under Ohio law.

Outside The Office
Rachael‘s mom would always chant “Pay attention, pay pay attention” and tell her that it would get her far in life. So, Rachael quickly learned that paying attention and remembering details are the keys to success. If she focused and noticed small details during high school classes, college courses, summer jobs, and even personal and professional relationships she could succeed. Rachael is kindly thought of as an elephant because she remembers details and conversations that most people forget, whether it be your cat’s birthday or your best friend’s name, Rachael will remember it. Those details may seem quirky or strange to remember, but it is Rachael’s way of caring for people in her life.
