Overview
Carly serves as assistant law director for a number of municipalities and townships, and often attends legislative and administrative meetings and hearings in her capacity as legal counsel for our local government clients. Carly drafts and reviews contracts, ordinances, resolutions and policies, and answers and finds creative solutions for the variety of legal questions and issues that pop up for our public sector clients on a daily basis. She also guides public sector clients through real estate transactional deals by, among other things, negotiating terms, drafting deal documents (purchase and sale agreements, option agreements, easement agreements, lease agreements, etc.), and handling post-closing matters such as real estate tax exemption filings and proceedings.
In addition to her day-to-day general counsel work, Carly handles a wide range of litigation matters for public sector clients; regularly appearing before common pleas courts and administrative bodies across Ohio. She has represented clients in eminent domain, mandamus, tort and contract disputes, but her litigation practice largely focuses on land use, zoning, public nuisance abatement, and other general real estate matters.
A large subset of Carly’s public sector practice is real estate tax litigation. Carly frequently represents school districts (both as a complainant and counter-complainant) in real property tax appeals to boards of revision throughout the State of Ohio. Her legal representation often continues on through further appeals to the Ohio Board of Tax Appeals and common pleas courts. She has vast experience advising school districts with respect to these cases, successfully arguing these cases in favor of our clients, and negotiating positive settlements with involved property owners and counties on behalf of school district clients.
