The Ohio Environmental Protection Agency (EPA) recently cleared the former Ohio Department of Transportation (ODOT) property in New Philadelphia for redevelopment and "made a covenant not to sue" the previous owner (the Tuscarawas County Port Authority) or the new owner (TCI Limited), according to The Times-Reporter. The port authority obtained the property from ODOT in 2010, then applied $826,100 in Clean Ohio Funds to remove asbestos, clean contaminates and demolish blighted buildings, among other improvements necessary to meet Ohio EPA standards. To expedite the process, the port participated in the Ohio EPA's Voluntary Action Program (VAP), which "allows a property owner to speed up the process for redevelopment by hiring an environmental investigator who is in turn audited by the EPA," the article said.
