Ohio Reps. Cheryl Grossman (R-Grove City) and Mike Henne (R-Clayton) recently introduced H.B. 5, which is legislation that would “standardize the way Ohio communities levy and administer their local income tax” by “impos[ing] a set of uniform rules on municipalities that tax income and would create a standard definition of what income is taxable for businesses and individuals,” Crain’s Cleveland Business reports. While the Ohio Society of CPAs called this legislation a “long overdue opportunity” for Ohio to simplify its municipal tax structure, the Ohio Municipal League and the Ohio Legislative Service Commission oppose H.B. 5, arguing that this legislation would cause municipalities to face tremendous hardships due to revenue losses and through the loss of local control, the article said.
